When Stellar applied for a Major Capital Improvement (MCI) increase last June, it ended up only applying for the elevators and submetering. (Apparently because of the escrow account set up for this building when we left Mitchell-Lama, Stellar withdrew its application for brickwork and boilers.)
DHCR granted the MCI only for the elevators. Stellar is now appealing the denial of its application for an MCI for installing submetering - as we expected.
